Gas Rate Schedules

Water Rate Schedules

Effective January 2, 2004
Supersedes Schedule PGA-1, effective January 2, 2002

This rate schedule applies to customers purchasing gas under any of District's firm service or interruptible service gas rate schedules.

Customer gas bills shall be adjusted up or down from the base rate as set out in the applicable firm service or interruptible service gas rate schedule under which customer is purchasing gas. Effective date of gas rate schedules containing current base rates is January 2, 2004.

Adjustment Factor

The gas cost adjustment (GCA) factor as defined below shall be added to or subtracted from the commodity charge of each gas service rate schedule and applied to all gas use as shown on the customer bill.

The GCA adjustment factor shall be determined as follows:

A. Firm Service -- The algebraic sum of:

  1. The change in demand charge cost of gas purchases as calculated under current pipeline supplier rates from the cost of gas under pipeline supplier rates in effect on January 1, 1992. The unit cost of gas shall be determined by dividing total annual demand charges by total annual normalized firm gas sales. Changes in demand charge cost of gas shall apply to the demand charge of District gas rate Schedule C. The change in average commodity cost of purchased gas from a base cost of $3 per decatherm.
  2. Peak shaving facility capital costs related to expanding and upgrading peak shaving facilities so as to avoid an increase in transmission pipeline capacity demand charges. The unit cost of gas shall be determined by dividing total annual estimated peak shaving capital costs by the total annual normalized firm gas sales. Peak shaving capital costs shall also apply to the demand charge of District's gas rate Schedule C.

B. Interruptible Service -- The change in average commodity cost of purchased gas from a base cost of $3 per decatherm.C. The GCA factor shall also take into account the effect of rate increases or decreases on the statutory payment to city.

Effective Dates
The GCA factor shall be redetermined each time there is a change in prices in cost of purchased gas to the District.

Effective date of change in GCA factor shall so far as practical coincide with date of change in price to District except that not more than one rate change shall be made in any one complete monthly billing cycle.
